Yes, you are both talking about the same place. The only comment I'd add is the la.com information seems slightly out of date. I live nearby and have watched the district grow over the years from its historic location to annex adjacent blocks. This growth continues apace.
To answer your question directly, no, there is no specific vendor or area I'd recommend. A lot really depends on what comes down the supply chain that day and that depends upon all kinds of market variables. For years, I used to come here every Saturday morning bright and early just to check out what was available. I never found a vendor who really stuck out. By the by, always check the product carefully. I noticed some vendors would liquidate their supply at cheap prices because they knew the product was very near the end of its life. If you just need the flowers for a party that night, maybe. But, as a gift, nope. So keep an eye out for that. That said, there are very good prices to be had on excellent product. Bottom line, it just depends.

Also, understand there is a flower district which is housed in a couple of large buildings. For the public to get in, you have to pay a buck. I bet this is what the la.com post was about. This place specifically. However, the surrounding streets are chock full of flower shops.
I'd recommend heading down to the Flower District early one Saturday morning. Eight o'clock is fine. Park on the street. Bring change. Walk about and shop and find what you like. Then have breakfast at Tiara Cafe on 9th Street near Los Angeles. Fabulous place. Excellent food and most thoughtful decor. If you're mom is here, bring her. It is a marvelous little shopping adventure.
