ASTM A416 Tensile Breaking Elongation Stress Relaxation
The ASTM A416 tensile test addresses the breaking, elongation, and stress relaxation properties of steel wire. It specifies the standard types and grade requirements for seven-wire, uncoated steel strands used in pre-tensioned and post-tensioned pre-stressed concrete construction. ASTM A416 identifies two types of strands: low-relaxation and stress-relieved (normal relaxation).
The base metal must be carbon steel and undergoes continuous thermal and mechanical treatment. Mechanical testing methods, conducted per ASTM A416, determine breaking strength, yield strength, elongation, and stress relaxation properties. Strands must meet the mechanical attributes specified. Finished products under ASTM A416 are supplied on reels or in reelless packs and must be marked with two strong tags for identification. These requirements also apply to pre-stressed ground anchor construction.

1. Ownership:
This Product is copyrighted by ASTM ("ASTM"), 100 Barr Harbor Drive, West Conshohocken, PA 19428-2959 USA. All rights reserved. You (Licensee) have no ownership or other rights in the ASTM Product or in the documents ("Documents"). This is not a sale; all rights, title, and interest in the ASTM Product or Documents belong to ASTM. You may not remove or obscure the copyright notice or other notices contained in the ASTM Product or Documents.
2. Definitions.
A. Types of Licensees:
(i) Individual User: A single, unique computer with an individual IP address.
(ii) Single-Site: One geographic location or multiple sites within one city, administered centrally; for example, different university campuses within the same city administered centrally.
(iii) Multi-Site: Organizations or companies with independently administered multiple locations within one city or in more than one city, state, or country, with central administration for all locations.
B. Authorized Users: Any individual subscribed to this Product. If licensed to a site, this includes registered students, faculty, staff, or employees of the Licensee at the Single or Multiple Site.
3. Limited License. ASTM grants Licensee a limited, revocable, nonexclusive, non-transferable license to access, by authorized IP addresses, and according to this Agreement's terms, the subscribed ASTM Products.
A. Specific Licenses:
(i) Individual User:
(a) The right to browse, search, retrieve, display, and view the Product.
(b) The right to download, store or print single copies of individual Documents, or portions of such Documents, solely for Licensee's use. Licensee may download an electronic file of a Document for temporary storage on one computer for viewing, and/or printing one copy for use. The electronic file or print copy may not be reproduced or distributed. The hard copy print may only be distributed within your organization; it may not be copied. The Document may not be sold, rented, leased, lent, or sublicensed without ASTM's permission.
(ii) Single-Site and Multi-Site Licenses:
(a) The right to browse, search, retrieve, display, and view the Product.
(b) The right to download, store or print single copies of individual Documents for the Authorized User's personal use, and to share such copies within the Licensee's network.
(c) If an educational institution, Licensee may provide hard copies of Documents to individual students (Authorized Users) in a class at the Licensee's location.
(d) The right to display, download and distribute hard copies of Documents for training Authorized Users or groups of Authorized Users.
(e) Licensee will ensure only Authorized Users can access the ASTM Product through necessary authentication and verification processes.
(f) Licensee will provide ASTM with a list of authorized IP addresses and, if Multi-Site, a list of authorized sites.
B. Prohibited Uses.
(i) This License specifies all permitted uses. Any other use is prohibited and can result in immediate termination of this License.
(ii) An Authorized User may not make the Product or Documents available to anyone other than another Authorized User, by Internet link, access through terminals or computers, or by other means.

(iii) Unauthorized use or distribution of any Document, such as forwarding copies, reproducing, altering, adapting, or including in other works without ASTM's written permission, is prohibited. Systematically downloading, archiving, or centrally storing substantial portions of standards, articles, files, or materials is also prohibited without ASTM's permission. The inclusion of copies in coursepacks or for distance learning use is not authorized by this License.
(iv) Licensee may not use the Product for commercial purposes, such as selling Documents, charging for service use, or bulk reproduction or distribution.
C. Copyright Notice: All copies of material must bear proper copyright notice in ASTM's name, as shown in each standard, article, file, or material's initial page. Obscuring, deleting, or modifying the copyright notice is not permitted.
4. Detection of Prohibited Uses.
A. Licensee is responsible for preventing prohibited uses and promptly notifying ASTM of any copyright infringements or prohibited uses. Licensee will cooperate with ASTM in investigating prohibited uses and taking steps to prevent reoccurrence.
B. Licensee must use reasonable efforts to protect the Product from unauthorized use and notify ASTM of any such use.
5. Continued Access to Product.
ASTM reserves the right to terminate this License, upon written notice, if Licensee breaches the terms of this Agreement. If Licensee fails to pay ASTM any fees when due, ASTM will provide a 30-day period to cure such breach. No cure period is provided for breaches likely to cause irreparable harm. If Licensee's subscription terminates, access to the online database will be denied.
6. Delivery Formats and Service.
A. Some ASTM Products use standard Internet HTML format. ASTM reserves the right to change the format with three months' notice, though efforts will be made to use commonly available formats. Licensee and Authorized Users are responsible for obtaining suitable Internet connections, Web browsers, and necessary software licenses at their expense.
B. ASTM Products are also available in Adobe Acrobat (PDF) format. Authorized Users are responsible for installing and configuring the Adobe Acrobat Reader software.
C. ASTM will use reasonable efforts to ensure continuous online access, subject to interruptions for server maintenance and other causes beyond ASTM's control. ASTM is not liable for damages or refunds if the Product becomes temporarily unavailable or access is slow due to Internet traffic or system issues.
7. Terms and Fees.
A. The term of this Agreement is _____________ ("Subscription Period"). Access to the Product is limited to the Subscription Period. The Agreement remains in effect for successive periods as long as fees are paid. Licensee and ASTM can terminate this Agreement at the end of a Subscription Period with a 30-day notice.

8. Verification.
ASTM has the right to verify compliance with this Agreement during normal business hours. An independent consultant will review the Licensee's use of ASTM Product and Documents. Licensee must permit access to its systems for this purpose after a 15-day notice, ensuring it does not unreasonably interfere with operations. If verification reveals unauthorized use, Licensee agrees to reimburse ASTM for verification costs and any unauthorized use. By invoking this procedure, ASTM does not waive its rights to enforce this Agreement or protect its intellectual property.
9. Passwords:
Licensee must notify ASTM of any unauthorized use or breach of passwords. Licensee is responsible for maintaining password confidentiality and ensuring authorized access and use of the Product. Personal accounts/passwords may not be shared.
10. Disclaimer of Warranty:
Unless specified, all express or implied conditions, representations, and warranties, including implied warranties of merchantability, fitness for a particular purpose or non-infringement, are disclaimed, except to the extent these disclaimers are legally invalid.
11. Limitation of Liability:
To the extent not prohibited by law, ASTM is not liable for loss, damage, lost data, or special, indirect, consequential, or punitive damages arising out of the use of the Product or Documents. ASTM's liability is limited to the amount paid by Licensee under this License Agreement.
12. General.
A. Termination: This Agreement is effective until terminated. Licensee can terminate at any time by destroying copies of ASTM Documents and terminating access to the ASTM Product.
B. Governing Law, Venue, and Jurisdiction: This Agreement is interpreted according to Pennsylvania laws. Licensee submits to jurisdiction and venue in Pennsylvania courts for disputes. Licensee waives any claim of immunity.
C. Integration: This Agreement is the entire agreement relating to its subject matter, superseding all prior or contemporaneous communications. Modifications must be in writing, signed by representatives of both parties.
D. Assignment: Licensee cannot transfer rights under this Agreement without ASTM's permission.
E. Taxes: Licensee must pay applicable taxes arising from the Licensee's use of the Product, excluding taxes on ASTM's income.
